A third of a suspension list is already wrong.

Anyone can pull the suspension file. It is free and it is public, and every list vendor in this market resells it as-is. The trouble is what it does not say: a large share of those carriers have already fixed the problem. They filed new liability coverage, or replaced the policy, or the authority was reinstated — and the suspension order sits in the file looking exactly the same as the ones that are still live.

So we cross every notice against the insurance filing chain and the authority record, and drop the ones that are cured. Calling a fleet to tell them they are about to be shut down, a fortnight after they fixed it, is not a small mistake.
