This profile is defined as much by what it refuses. A conditional rating scores −40, a suspension −35, a lapsed filing −25, anything dormant −70. Fleets over 60 units are dropped outright — they are not your customer.

How quickly do new authorities appear?

The census updates near daily and the pipeline runs after it publishes, so a carrier granted authority is in the queue within a day of the federal record showing it.

Why score carriers with a bad safety rating negatively?

Because you are buying their receivable. The same event that makes a carrier a good insurance lead makes it a bad factoring risk, so the profile scores conditional ratings and suspensions heavily negative on purpose.
